The piece explained that back in 2008, soon after Stephen Harper won his second minority, his Conservatives issued a new "protocol" to all scientists working for the federal government — so that's people in departments like Health Canada, Environment Canada, and the Department for Fisheries and Oceans. The protocol says that those scientists are no longer allowed to talk to the media without permission from Harper's public relations officials first. If a scientist wants to discuss their work, Conservative PR people decide whether or not they're allowed to. And if the interview is approved, Conservative PR people decide what the scientists are — and are not — allowed to say.

“Just as we have one department," the protocol claims, "we should have one voice... Her findings were published in Science, one of the most reputable peer-reviewed scientific journals in the world. Harper's government didn't want her to; her findings didn't fit with the Conservatives' pro-industry stance. Even when Harper's PR people do allow a scientist to be interviewed, they will delay giving their permission until the news cycle is over, pass journalists onto other scientists more likely to toe the Conservative line, and publish reports they don't like late on Friday afternoons in order to bury them. When reporters had questions for scientists at Health Canada about whether nuclear fall-out from the Fukushima reactor might reach Canada's west coast after the earthquake and tsunami in Japan, Harper's PR people dragged their feet on the requests until reporters were forced to ask European scientists instead. The same thing happened with Environment Canada scientists who discovered new information about the hole in the ozone layer above the Arctic. A scientist who wrote a fictional book about climate change was told he was not allowed to read from it in public. Others have been kept from attending conferences. It was started by another Conservative Prime Minister — Brian Mulroney — back in the '80s. C-38 is more than 400 pages long and 170 of them are dedicated to gutting Canada's current system for environmental protection, ensuring that dissent on environmental issues will be even further silenced in the future. Environmental assessments will no longer be required by the federal government. Instead of expert review panels making decisions on major industrial projects with input from scientists, business leaders and the public, ministers will have the power to approve those projects all by themselves. Fewer people will be allowed to speak to the panels that do survive — and for less time. Oversight bodies are being shut down. Review periods are being slashed. Canada's only survey into water consumption is being cancelled after 30 years.

And while environmental legislation like this wouldn't usually be included in a budget, doing it this way allows the Conservatives to stifle criticism even further. Bills are studied by relevant committees made up of MPs from both sides of the floor — environmental bills are examined by the Environmental Committee, but budget bills are only examined by the Finance Committee. When Opposition MPs complained that all of these environmental measures weren't going to be properly examined, the Conservatives did allow the environmental impact of the budget to be studied by a specific sub-committee of the Finance Committee. But then, on the first day the sub-committee met, three Conservative Ministers made a surprise appearance. You've got these neurons called "opponent cells". There are three different kinds you need to know about. One produces the difference in sensation between red and green. Another between yellow and blue. The third between black and white. Together, they're responsible for all the colours you see.

So how do these opponent cell neurons express the different colours? By changing the rate at which they fire. Each one has a base rate — if the neurons fire more or less often than that, you see the corresponding colour. So, for instance, if you look at a red firetruck, the red-green neuron begins to fire at a different rate, and you see red. If you look at a green plant, it fires at a different rate, and you see green. (Whether red or green corresponds to a faster or slower rate depends on the particular neuron and its location in your visual system.)

That brings us back to the optical illusion.

When you look at a negative image like this one, your opponent cell neurons adjust their firing rate just like they usually do. In this case, since the image of the woman is composed of shades of blue, the yellow-blue neurons fire at a faster or slower rate, and you see blue. But it takes energy to change the firing rate — and these neurons are lazy little bastards. When you stare at an image for a while, they run out of energy and go back to their base rate. So now, essentially, they've re-calibrated; the blue woman has become the new normal. When you suddenly look away, the neurons react to the sudden lack of blueness. They change their firing rate again and you see the woman in yellow.

This is the same reason that when you stare at something red for a while and then look away, you see green. And vice versa.

This isn't even the craziest optical illusion we've seen based on this principle. Here's another one. Stare at the castle during the countdown and you'll see the black and white image in colour. (If you then move your eyes, the effect will disappear, but if you look back at the spot again, it reappears.)

Here's another one in video form (with ridiculous music), which you can make fullscreen:

{"$t":"Adam Bunch
$t":"http://www.blogger.com/profile/14112071438967577096
$t":"noreply@blogger.com"},"gd$image":
"media$thumbnail":{"xmlns$media":"http://search.yahoo.com/mrss/
http://4.bp.blogspot.com/-78wB5D94SdE/TydmlTWtJPI/AAAAAAAAA-8/63JBcGjee_g/s72-c/colourillusionSQR.jpg
72
72"},"thr$total":{"$t":"2
$t":"tag:blogger.com,1999:blog-1016075013121516936.post-6378545289972074217
$t":"2012-01-09T11:20:00.000-05:00
$t":"2012-01-09T11:20:20.462-05:00
"$t":"A Neat Documentary About A Neat Quantum Physicist
html","$t":"

Richard Feynman was a pretty big deal. The American physicist had an enormous impact on science in the 20th century. He won a Nobel Prize for his work on quantum electrodynamics, which we can't say we completely understand, but was a super-big deal. He helped build the atomic bomb, too, as part of the Manhattan Project – and lived to regret it. He even played an important role in the inquiry into the Challenger space shuttle disaster. And he was charming and jovial and easy to understand. In 1993, just a few years after he died, the BBC produced a documentary about the man and his work, including interviews with Feynman himself.
